指周朝政府中的大小官吏，见于令尊、令彝铭文。在周王及其师保之下，朝廷中最高的官职是卿士。他们经常在王的左右，青铜器铭文中简称为“三左三右”。三左是太史、太祝、太卜，三右是太宰、太宗、太士，协助周王执掌政务。
